UNDP Invested Over $550 Million in the Development of Ukraine’s Energy Sector Since 2022

Since 2022, the United Nations Development Programme (UNDP) has attracted over $550 million in investments into Ukraine’s energy sector, improving access to stable electricity supply for more than 6.6 million residents of the country just in 2025.

International Support and Key Investment Areas

As reported by Ivana Zhivkovich, Director of the UNDP Regional Bureau for Europe and Central Asia, a significant portion of the funding comes from the governments of Norway, Japan, as well as the European Union, Denmark, Belgium, Iceland, Germany, France, and the Republic of Korea. With these funds, UNDP is procuring and deploying critically important energy equipment in several regions, including Kyiv, Odesa, Kharkiv, Zaporizhzhia, Mykolaiv, Lviv, Chernihiv, Volyn, and Sumy regions.

In just 2025, we improved access to reliable electricity supply for over 6.6 million people,” said Zhivkovich.

UNDP focuses on the rapid development of decentralized and modular energy generation: cogeneration units, turbines, battery storage, and modular boilers are being installed. Great attention is given to implementing systems based on renewable energy sources, particularly solar power plants for medical facilities, schools, water supply systems, and heating facilities.

Preparation for the Heating Season and Energy System Resilience

The UNDP Director emphasized the ongoing interest of donors in further supporting Ukraine’s energy needs and noted that the organization is actively cooperating with the government to prepare for the upcoming heating season, which may be even more challenging than the previous one.

UNDP assists not only with the supply of equipment but also with its commissioning. The organization coordinates the establishment of installation sites, organizes the work of engineering teams, monitors compliance with safety standards and technical regulations, and facilitates the integration of equipment into Ukraine’s energy system.

To ensure the full functionality of the systems, UNDP conducts testing, commissions equipment, and trains personnel to work with new technologies. This contributes to the long-term resilience of the Ukrainian energy system.

At the beginning of April, the Ministry of Community and Territorial Development of Ukraine, together with UNDP, approved a roadmap for cooperation for 2026, which envisions systematic recovery of territories and strengthening the capacity of local government bodies.
