The rate of Ukrainians leaving the country in 2025 has significantly decreased compared to previous years. According to the National Bank of Ukraine, during the first nine months of this year, the number of citizens who left the country increased by 166,000. This is a considerably lower figure than the same period last year, when the increase was 390,000 people.

Dynamics and Geography of Ukrainian Migration
Since the onset of the full-scale aggression by the Russian Federation, the number of Ukrainians living temporarily or permanently abroad has sharply increased. By the end of 2022, the number of migrants reached a peak of 8-9 million. However, in the following years, this trend stabilized: in 2023-2025, the figures are rising slightly, remaining mostly unchanged.
The number of Ukrainians under temporary protection in EU countries fluctuates around 4-4.5 million people. The largest populations of Ukrainian migrants reside in Germany, Poland, and the Czech Republic.
It is worth noting that Ukrainians rank second in terms of spending in Poland, after the citizens of the country itself: in just one quarter, their expenditures amounted to nearly 2 billion Polish zlotys. Overall, as of October 3, 2025, there are 5.8 million people outside Ukraine.
Restrictions on Protection and New Rules in Switzerland
Some European countries are revising their approaches to providing temporary protection for Ukrainians. Switzerland, for instance, has introduced restrictions for citizens from regions where no active combat is taking place. Those arriving from western areas, where return is considered safe, may be deported. At the same time, the S status for Ukrainians has been extended until March 4, 2027.
