In 2025, Ukraine’s sea ports demonstrated high efficiency, achieving over 95% of the cargo handling plan despite prolonged shelling from Russia. The planned cargo turnover for this period was 86.2 million tons, while the actual turnover through the ports amounted to 82.2 million tons, which is 95.36% of the planned volume. This is only 15.9% less than in the record year of 2024, and the forecasted figure was exceeded by 0.5%.

Main Handling Indicators and Export Geography
The main share of the cargo turnover traditionally consisted of agricultural products – 44.2 million tons, which is 26.3% less than last year. At the same time, there is an increase in container handling: in 2025, 215,748 TEU were shipped, while in 2024 this figure was 129,902 TEU. Throughout the year, Ukrainian ports exported products to 55 countries around the world.
Impact of Military Actions and the Role of Ports in the Economy
Due to regular attacks on infrastructure and enhanced security measures, the operation of the ports has become significantly more complicated. In the Odesa region alone, air alerts were declared over 800 times in a year. Due to security restrictions, the total downtime of the ports exceeded one month. Despite these challenges, the sea ports remain a strategically important link in the country’s economy, ensuring stable exports and supporting the agricultural sector.
