The Ministry of Defense of Ukraine has announced the implementation of a new combat structure that involves the creation of drone assault units within the Armed Forces. This approach has already demonstrated its effectiveness during operations in the southern part of the front, as evidenced by the positive results achieved by the units.

Strategic Initiative and the Role of Drones in Combat
The innovation reflects the strategy proposed by Commander-in-Chief Syrsky, which prioritizes assault troops with an enhanced drone component. This model has already become an integral part of the Ukrainian army, as confirmed by reports from the Ministry of Defense and the General Staff regarding successes in the south. For further implementation of the initiative, its formalization at the legislative level is necessary.
Back in September 2025, President Zelensky announced the development of solutions for the official implementation of assault troops. Currently, the Ministry of Defense is urging the government to expedite the preparation of the relevant draft law and submit it for consideration by the Verkhovna Rada. The successful advancement of the document will only be possible if a consensus is reached among the members of parliament.
Discussions on Legislative Formalization and Impact on Defense Capability
Discussions regarding the creation of drone assault units have been ongoing for quite some time. This concept pertains not only to the Air Assault Forces but also to the Unmanned Systems Forces, highlighting the interdisciplinary nature of the new model. The effectiveness of this approach largely depends on the details of the regulatory framework and practical decisions that will be made.
An example of successful implementation of innovative solutions is the establishment of the Unmanned Systems Forces (USF). Despite initial skepticism, the initiative has proven its viability and significantly enhanced the effectiveness of combat operations. Today, units utilizing UAVs are aligned with USF standards, allowing for the scaling of positive effects across the entire defense system.
“No one can deny the effectiveness of this new type of force that has found its niche and is increasing its activity. Prioritization in relation to technology has yielded results that might not have emerged in the logic of the organic development of the armed forces (in other words — the healthy grain did not drown in bureaucracy)”.
The formation of new units based on modern combat experience allows for adaptation to the realities of war and the rapid implementation of effective solutions. The emergence of the draft law on assault troops is expected to be an important stage in the reform, and further discussion will determine the development trajectory of Ukrainian defense forces.
