The Cabinet of Ministers of Ukraine has made a decision that will simplify the procedure for importing explosives and components for ammunition production. This innovation applies to manufacturers who do not have active state contracts but are already included in the Electronic Register of Selection and Executives of State Contracts. The Ministry of Strategic Industries will review applications from enterprises within five days.

These changes aim to accelerate the supply of critically important components during a time of global shortages, which, in turn, will enhance ammunition production in Ukraine.
Construction of a Factory in Estonia
At the same time, the Estonian government, considering the insufficient capacity for the production of military explosives in Europe, has commissioned the creation of a state company, Hexest AS. This company will be responsible for building a new explosives manufacturing plant. According to plans, the factory is expected to begin operations in the first half of 2028 and reach full capacity in the second half of the same year.
The production established at the new factory will allow for the creation of explosive materials for mines, shells, and missile warheads. It is anticipated that up to 600 tons of hexogen will be produced annually in Estonia. Previously, the investment volume for this project was estimated at €120-130 million.
