Who Can Register as an Individual Entrepreneur in Ukraine
Ukrainian legislation allows citizens to start entrepreneurial activities if they:
- are at least 18 years old and have full legal capacity;
- are between 16 and 18 years old, provided they have written consent from their parents, guardians, or a custody authority.
Step-by-Step Guide to Registering as an Individual Entrepreneur through the Diia Portal
To open an IE online, you need to have a qualified electronic signature (QES), which is used for secure identification. After logging in or registering in the citizen’s cabinet on the Diia portal, you need to fill out the electronic application form for opening an IE. At this stage, the applicant selects the desired tax system – general or simplified – by marking the appropriate option in the form. After completing the application, it must be signed with the applicant’s electronic signature.
The Ministry of Justice emphasizes that the entire process of creating an IE through Diia is fully automated – the application is instantly sent to the Unified State Register (USR), and the registration itself is conducted remotely, without visiting a state registrar. Information about the chosen tax system is automatically transmitted to the tax service at the applicant’s place of residence or business activity.

How to Check the Status of Your Application
You can monitor the status of your submitted application in your personal cabinet on the Diia portal – in the “Services” section, under “Ordered Services.” After the registration of the IE is completed, the applicant receives a corresponding notification via email, as well as in their personal cabinet on the portal.
It is worth noting that entrepreneurs who have lost their businesses due to the war with Russia have the opportunity to apply for compensation through the Diia service.
