Ukrainian Flat Steel Imports Decreased by 11.7% in the First Four Months of 2026

From January to April 2026, the volume of flat steel imports to Ukraine amounted to 313.94 thousand tons, which is 11.7% less compared to the same period in 2025. This data was provided by the State Customs Service.

Import Structure and Main Suppliers

More than half of the imported flat steel consists of coated products (HS Code 7210) — 164.22 thousand tons, which is 10% more year-on-year. The largest exporters of this category to Ukraine were Turkey (83.34 thousand tons), South Korea (13.7 thousand tons), and Slovakia (13.58 thousand tons).

Flat hot-rolled steel (HS Code 7208) accounts for 27.7% of total imports, amounting to 87.06 thousand tons, with a decrease of 35.1% year-on-year. The main supplier of this product remained Turkey with a volume of 71.03 thousand tons, as well as China — 9.69 thousand tons and the Czech Republic — 1.86 thousand tons.

The volume of flat cold-rolled steel imports (HS Code 7209) for the first four months of 2026 was 28.55 thousand tons, which is 24.1% less than last year. Turkish suppliers shipped 26.62 thousand tons to Ukraine, while Slovak suppliers delivered 1.46 thousand tons.

April Dynamics and Import Costs

In April of this year, 80.09 thousand tons of flat steel were imported into Ukraine, which is 3.7% less year-on-year and 21.2% less than in March. In particular, the import of coated flat steel amounted to 45.37 thousand tons (an increase of 8.4% year-on-year and a decrease of 6.9% month-on-month), hot-rolled steel — 21.34 thousand tons (a decrease of 39.2% year-on-year and 31.9% month-on-month), and cold-rolled steel — 5.46 thousand tons (down 38% year-on-year and 51.8% month-on-month).

“Import costs for flat steel in the January-April period decreased by 12.9% year-on-year, to $323.04 million, while in April they fell by 6% year-on-year and 13.6% month-on-month, to $84.91 million.”
