Ukrainian Defense Industry Strengthens Integration into EU Defense Industry through SAFE Program

The Ukrainian defense industry is actively integrating into the European defense ecosystem thanks to the EU’s SAFE (Security Action for Europe) financial program, which has a total budget of €150 billion. This initiative is a key component of a large-scale plan for the modernization and rearmament of the European Union, aimed at enhancing overall European security and promoting joint procurement of military equipment.

Ukraine’s Participation in the SAFE Program and New Cooperation Opportunities

Throughout 2025, nineteen EU member states prepared and submitted their national investment plans for participation in SAFE. Among these countries are those that have already expressed readiness to implement joint projects with Ukraine. Although funding in the form of concessional loans goes directly to EU member states, Ukraine participates in the program as a full partner. This opens up opportunities for European countries to jointly procure weapons with Ukraine or to use SAFE resources to order products from Ukrainian defense enterprises.

Ukrainian Defense Technologies for the European Market

The Ukrainian side has already offered its partners its production capabilities for manufacturing FPV drones, various types of missiles, ammunition, and unique strategic drones. Participation in SAFE for Ukraine means not only international recognition of the high quality of Ukrainian weapons but also a powerful impetus for economic development through attracting investments into the domestic defense industry.
