In 2026, Ukrainian transport companies will have the opportunity to conduct freight transport to more than 40 countries worldwide under simplified rules. This regime has become possible due to the liberalization of transport policy, which significantly reduces bureaucratic delays and the need for excessive documentation for transport operations.

Countries with Liberal Access for Ukrainian Carriers
Currently, Ukrainian carriers are already benefiting from a permit-free regime with 35 states. This list includes all 27 countries of the European Union, as well as the United Kingdom, Norway, Switzerland, Moldova, Georgia, Turkey, Montenegro, and North Macedonia. This opens up broad opportunities for businesses to enter new markets and optimize logistics processes.
Expanding Cooperation and Digitizing Procedures
In addition to the liberal regime, Ukraine continues to interact with specific countries within the framework of quota-based transport. For 2026, an agreement has been reached on the exchange of permits with countries such as Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Serbia, and Bosnia and Herzegovina.
The Ministry of Development continues to work with international partners to expand the geography of transport liberalization, digitize permitting procedures, and create transparent and predictable conditions for the operation of the Ukrainian transport business.
Thanks to these changes, Ukrainian carriers gain stable and predictable access to international markets, which contributes to the development of logistics and enhances the competitiveness of Ukraine’s transport sector.
