Ukraine Strengthens Control Over Drone Exports and Expands International Cooperation

The export of weapons, including drones, in Ukraine is under strict state regulation, in line with the standards of civilized countries, especially under wartime conditions.

Control Over Exports and International Cooperation Framework

Deputy Head of the President’s Office Ihor Zhovkva emphasized that it is impossible to bypass state mechanisms for arms export. He highlighted that Ukraine invites partners for joint drone production, and the potential investment in this sector could exceed 35 billion euros. However, as Zhovkva noted, an intergovernmental framework in the form of a memorandum or agreement is necessary to initiate joint projects. Currently, four such framework agreements have been signed with Denmark, Lithuania, Romania, and Spain. Only after establishing the appropriate foundation can further steps be taken in compliance with all procedures.

“There is no way to bypass this. In every civilized country, the issue of arms export is regulated by the state. And Ukraine, especially during wartime, is no exception,” Zhovkva stated.

The Need for a Comprehensive Defense System

Zhovkva emphasized that modern security requires not only interceptor drones but also a full-fledged layered defense system, which includes various components such as air defense systems, electronic warfare, and aviation. Ukraine is already utilizing such a multi-component system to protect its airspace.

President Volodymyr Zelensky previously confirmed that some foreign governments and companies attempted to purchase Ukrainian interceptor drones directly from manufacturers, bypassing official state structures. He criticized Ukrainian companies that engage in such deals for the sake of “quick money,” stressing that such actions harm their reputation. Zelensky emphasized that the resolution of the issue is only possible through systemic solutions, which will likely be made at the level of the Command.

Furthermore, Zelensky stated that until the end of the war, Ukraine will conduct controlled exports of non-deficit weapons. The country has also established joint arms production with three partner countries: Denmark, the United Kingdom, and Germany.
