On the night of March 21, Ukrainian military forces carried out a targeted strike on the facilities of the Saratov Oil Refinery, located in the Saratov region of the Russian Federation. This was reported by the General Staff of the Armed Forces of Ukraine.

Damage to Key Facilities of the Refinery
According to preliminary information, the attack disabled the secondary oil processing unit and the vertical tank RV-10000. The exact extent of the damage is currently being assessed.

The Saratov Oil Refinery is one of the oldest enterprises of its kind in Russia, and as of 2023, its processing volumes reached 4.8 million tons. The refinery not only processes oil but also produces fuel and lubricants for the needs of the Russian army.
Government Reaction and Consequences of the Strike
The official authorities of Russia have not yet confirmed the fact of the attack on the oil refinery. Meanwhile, the governor of the Saratov region, Roman Busargin, reported attacks in the cities of Saratov and Engels. Additionally, according to reports from the Russian Telegram channel Astra citing local residents, explosions were heard in Saratov.
During the night, drone strikes were also reported from other regions of Russia. The Russian Ministry of Defense claimed to have allegedly shot down 283 drones across the country.
This is not the first instance of an attack on the Saratov Oil Refinery—similar strikes have already been carried out by Ukrainian forces, particularly in the fall of last year.
Since the beginning of the full-scale war, various facilities on the territory of Russia have regularly been subjected to aerial attacks, with oil refineries becoming frequent targets in 2024 and 2025. Strikes are also carried out on Russian facilities in temporarily occupied territories of Ukraine.
The General Staff of the Armed Forces of Ukraine has repeatedly stated that such strikes are part of systematic measures aimed at reducing the combat potential of Russian occupation forces and forcing Russia to cease its aggression against Ukraine.
Earlier, the Secretary of the Security Council of Russia and former Minister of Defense Sergey Shoigu acknowledged that due to the rapid development of Ukrainian drone systems, no region of Russia is protected from attack.
