Ukraine’s Industrial Production Decreased by 2.4% in 2025

In 2025, Ukraine’s industrial sector experienced a production decline of 2.4% compared to the previous year. According to the State Statistics Service, the most significant drop was recorded in December, when industrial production fell by 3.5% year-on-year. From January to November, the decline was 2.5%.

Key Factors Behind the Industrial Decline

According to the Ministry of Economy, several factors negatively impacted the dynamics of industrial production throughout 2025. Among the main reasons are the rise in energy prices (which increased by 12.4% in November alone), energy risks, as well as wartime circumstances and logistical difficulties. These issues were particularly felt in the metallurgy and mining sectors.

Positive Trends and Prospects for Recovery

At the same time, some negative trends were partially mitigated by government orders for defense products, which supported machinery manufacturing and the processing industry. Additionally, according to State Statistics data, construction volumes in Ukraine increased by 12% in 2025 compared to 2024, which partially compensated for the losses in the industrial sector.

Analysts from the Ministry of Economy emphasize the structural changes in the industry, particularly the increase in the share of machinery manufacturing to 9% of total production volumes. This trend could serve as a foundation for the gradual recovery of the industry as early as 2026.
