Ministry of Development Completes Acceptance of Applications for the Concession of the Port of Chornomorsk Terminals

The Ministry of Community and Territorial Development of Ukraine has completed the application acceptance stage for pre-qualification to participate in the concession competition for the First and Container Terminals of the Chornomorsk Sea Port.

Next Stage: Detailed Review of Participants

The Deputy Prime Minister for the Restoration of Ukraine, Minister of Community and Territorial Development Oleksii Kuleba, announced that a detailed review of the submitted documents will now begin. Over the next two weeks, the competition commission will conduct a thorough check of the candidates’ compliance with the main requirements. These include financial capacity, experience in managing large port and logistics facilities, as well as the implementation of infrastructure projects.

Security Screening and Next Steps

Simultaneously, a security screening of the applicants is being conducted. All companies that submitted applications are being checked for any connections with the aggressor state, sanctioned individuals, and other potential threats to Ukraine’s national security.

“After pre-qualification, the commission will determine who will proceed to the next stage — discussions regarding the project terms and contract. The number of applications is not disclosed to ensure fair competition and equal participation conditions.”

Thus, after the verification is completed, a list of companies that will move on to the stage of discussing project details and the future concession agreement will be determined.
