In Ukraine, a Moratorium on Business Inspections is in Effect During Martial Law

The National Security and Defense Council of Ukraine has imposed a moratorium on inspections of enterprises by law enforcement, customs, tax, and other regulatory bodies for the duration of martial law. According to the new rules, control measures will only be carried out in cases of heightened risks, particularly in areas related to excise goods.

Digitization of Oversight and Protection for Entrepreneurs

A digital state oversight system is planned to be implemented, which will minimize the possibility of manual intervention during inspections and eliminate artificial administrative barriers to business operations. This step is aimed at ensuring greater transparency and protection for entrepreneurship.

Additionally, the government is preparing a package of draft laws for the Verkhovna Rada aimed at reforming supervisory bodies and strengthening guarantees for businesses. According to the initiative, only the Attorney General or heads of regional prosecutor’s offices will be able to initiate new criminal proceedings against entrepreneurs. Seizures of property and documents will be canceled if they hinder the functioning of enterprises. There are also plans to close so-called “hanging” cases that lack sufficient evidence.

Support for Investment and Economic Growth

President Volodymyr Zelensky has already enacted the relevant decision of the National Security and Defense Council to stimulate economic development and support entrepreneurial activities. Special attention is being paid to enhancing investment support, as well as the possibility of compensating investments through tax mechanisms.
