Ukraine is demonstrating significant progress in the process of sectoral integration into the European Union. This was stated by Prime Minister Denys Shmyhal during a government meeting on June 18.

Visa-free transport and new opportunities for carriers
Denys Shmyhal emphasized that the European Parliament has approved the extension of the so-called “visa-free transport” for Ukraine until the end of 2025. As a result, Ukrainian carriers can continue to perform international transport without the need for special permits.
“Thus, the Agreement has been extended for the fourth time. Ukrainian carriers will still not require special permits.”
Prospect of joining the ‘Roam like at Home’ policy
The head of government also reported that the European Commission has given a positive opinion regarding Ukraine’s accession to the EU’s Roam like at Home policy. This means that Ukrainians, while in the territory of the 27 EU countries, will be able to use mobile communication and the internet under their domestic rates without additional roaming charges. It is expected that the EU Council will finalize this decision soon, and from the beginning of 2026, Ukraine will become part of the unified European communication space.
Shmyhal emphasized that this initiative will set an important precedent, as no non-EU country has yet joined the Roam like at Home policy. The Ukrainian government views this step as confirmation of the high appreciation of the country’s Euro-integration efforts.
It should be noted that the ‘Roam like at Home’ policy has been in effect in the EU since 2017 and allows mobile subscribers to pay for calls, SMS, and data transmission while traveling within the European Union at their home country rates. In addition to EU member states, this policy also extends to Iceland, Liechtenstein, Norway, and some other countries, such as the United Kingdom, where operators have implemented corresponding rules in accordance with European legislation.
