Ukraine to Keep Strategic Facilities for Food Security in State Ownership

Ukraine does not plan to transfer key strategic facilities that are critical for the country’s food security into private ownership. This includes, in particular, port elevators that play an important role in ensuring the stability of the agricultural sector.

Privatization of Less Strategic Enterprises

At the same time, as noted by Minister of Economy Oleksiy Sobolev, the private sector is given the opportunity to enhance the efficiency of other state assets. Such facilities include elevators, mills, processing plants, and agribusinesses. The minister emphasized that among them are several enterprises that have been inherited from the Soviet era and are in dire need of modernization.

“Currently, there are 32 assets in question, including two agribusiness enterprises, five grain product plants, 11 distilleries, and 14 production and storage sites of ‘Ukrspyrt’. Many of these facilities were inherited from the Soviet era and have long required modernization,” the minister stressed.

Active Engagement of Investments and New Owners

According to Oleksiy Sobolev, in recent years, the state has significantly intensified the privatization process – most distilleries and grain product plants have already acquired new owners who are investing in their modernization and expansion of production capacities.

The Ministry of Economy plans to significantly accelerate privatization processes in 2026-2027, as well as expand public-private partnership mechanisms. This is expected to attract private capital, modern technologies, and management expertise to assets where rapid productivity growth is most likely. Additionally, the government is considering more complex instruments, including the sale of minority stakes in state-owned companies.
