In Ukraine, for every new entrepreneur, there are 1.5 closed businesses

According to the monitoring service of Ukrainian companies “Opendatabot”, since the beginning of the year, 81,928 individual entrepreneurs have been registered in Ukraine, which is 9% less than in the same period last year. At the same time, the number of entrepreneurs who ceased their activities reached 119,895. According to the data, closures increased by 44% compared to the corresponding period in 2024. Thus, this year, there were 37,967 more closed entrepreneurs than opened ones.

Reasons for Business Closures

The head of the Finance Committee Danilo Hetmantsev noted that the surge in closures of entrepreneurs at the beginning of the year is primarily related to the shutdown of non-operating businesses, for which the obligation to pay the Unified Social Contribution (USC) was reinstated on January 1.

“Since such entrepreneurs do not engage in real activities, they decide to close to avoid tax liabilities. At the same time, starting from March 2025, the number of opened entrepreneurs (20,029) exceeds those that closed (18,477). The same applies in April: 21,517 new ones and 17,618 closed,” the MP noted.

Conclusions on the Economic Situation

In this regard, the change in the number of entrepreneurs does not indicate an improvement or deterioration of economic processes in the country, Hetmantsev emphasized.
