Ukraine plans to import up to 4 billion cubic meters of gas annually over the next ten years, which requires the company Naftogaz to enter into long-term contracts for the supply of liquefied natural gas (LNG) through Poland’s infrastructure.

Development of Polish LNG Terminals
Poland is currently assessing the need to create a second LNG terminal in Gdańsk. The gas transportation company Gaz-System has initiated new consultations regarding the potential construction of an additional floating storage and regasification unit (FSRU) at this port. By September 30, 2025, companies interested in importing gas will be able to submit applications specifying the required capacities and contract terms.
Construction of the first FSRU in Gdańsk is already underway, with an annual capacity of approximately 6.1 billion cubic meters, scheduled to be launched in 2028. The establishment of a second terminal could add over 4 billion cubic meters of additional capacity. Experts believe this would significantly enhance Poland’s energy independence and that of the entire region.
Importing American LNG for Ukraine
Former head of the Gas Transmission System Operator of Ukraine, Serhiy Makohon, believes that Ukraine should take advantage of the opportunity to purchase American LNG directly through Polish terminals. He emphasizes that this will allow for the diversification of energy resource supplies and strengthen the country’s energy security.
“I have long advocated for Naftogaz to engage in direct purchases of liquefied natural gas, primarily from the United States, and to supply it to Ukraine specifically through Poland,” Makohon stressed.
