Ukraine Approves Investment Plan for ₴581 Billion: Key Funding Areas

The Cabinet of Ministers of Ukraine has adopted the Medium-Term Plan for Priority Public Investments for 2026–2028. The document aims to ensure more effective use of budget funds, provide transparency in the expenditure of public finances, and integrate investment projects more closely into the overall strategic planning system for the country’s development.

Sectors and Areas to Receive Investments

Under the approved plan, investments will be directed towards 12 key sectors of the economy and society. These include: transport infrastructure, energy, housing construction, development of municipal infrastructure, healthcare, the education and science system, legal activities and judiciary, public finance management, environmental protection, provision of public services and digitization, public safety, and the social sphere.

Strategic Goals and Funding Sources

The plan identifies 51 priority areas that are harmonized with the Ukraine Recovery Plan, the state strategy for regional development, and relevant sectoral strategies. Special attention is given to the implementation of cross-cutting strategic goals, namely: energy efficiency, climate change adaptation, ensuring gender equality, and implementing the principle of barrier-free access.

The total amount of financial resources planned to be attracted for the implementation of investment projects during 2026–2028 is ₴581.3 billion. Funds will come from the state budget of Ukraine, international financial organizations, foreign governments, and several national state funds.

Budget funds will only be allocated to those initiatives that align with the defined priority areas and guarantee transparency and efficiency in expenditures.

Thus, the state intends to ensure maximum effectiveness of investments and support the recovery of the economy by promoting the most important sectors for the country’s development.
