Ukraine and Germany Sign 10 Strategic Cooperation Agreements

During the official visit of President Volodymyr Zelensky to Berlin on April 14, Ukraine and Germany marked a new stage in bilateral cooperation by signing ten key documents. These agreements cover issues of defense, industry, reconstruction, and social development.

Strategic Partnership and Resumption of Intergovernmental Consultations

Among the most significant achievements is the signing of a declaration on strategic partnership, which restores the format of intergovernmental consultations at the highest level after more than two decades of hiatus. The new agreement provides for regular meetings between the presidents and the federal chancellor, as well as the establishment of a permanent dialogue in a “2+2” format between the foreign and defense ministers of both countries.

“The key document is the strategic partnership agreement between Ukraine and Germany. It envisions the relaunch of the Ukrainian-German intergovernmental consultation format at the level of the president and federal chancellor — after a 22-year pause. It also introduces a regular consultation format for defense and foreign ministers in a 2+2 format.”

Defense, Industrial, and Social Cooperation

The Ukrainian Ministry of Defense has signed two major contracts: with the American company Raytheon for the supply of PAC-2 missiles and with the German manufacturer Diehl Defence for IRIS-T systems. Additionally, an implementation agreement for the joint production of Anubis and Seth-X-G drones worth 281 million euros has been signed. An important agreement on the exchange of combat data will enhance technological interaction and allow for the modernization of weapons and equipment.

In the industrial sector, a joint declaration on support for reconstruction has been agreed upon, which includes Germany’s contribution of 30 million euros for the modernization of Ukrainian enterprises and the involvement of German equipment manufacturers.

The restoration of infrastructure and regions affected by the war will be the subject of cooperation between the ministries of housing and communal services of both countries. A memorandum on geological exploration of critical minerals has also been signed, which aims to attract investors and facilitate the digital transformation of geological data.

Social issues have not been overlooked either — a declaration between the ministries of labor of Ukraine and Germany has been signed, taking into account the consequences of Russian aggression and future requirements for integration into the EU.
