Former U.S. Special Representative for Ukraine Kurt Volker believes that former President Donald Trump may approve the sale of arms to Ukraine only if it appears to be a mutually beneficial deal for the United States.

Trump’s Approach to Aid for Ukraine
According to Volker, the key factor for Trump is economic feasibility and commercial benefit for the U.S. He emphasized that supporting the defense industry through arms exports is closer to Trump’s interests than providing free military aid from the budget.
“For Trump, the main thing is a profitable deal. If he sees a benefit in it, he will support the sale of arms. However, he will not want to spend budget funds on aid to Ukraine,”
Volker stressed.
Possible Funding Mechanisms
The diplomat proposed a possible legislative solution to this issue. In particular, the U.S. Congress and Senate could pass a decision allowing Ukraine to obtain loans for purchasing American weapons. In this case, taxpayer money would not be used.
Volker also noted that such a scheme could be linked to agreements in the mineral resources sector. Ukraine would pay for the supply of arms, and the funds would remain in the U.S. economy. He emphasized that if the sale appears to be a transparent commercial deal, Trump would likely approve it.
