Top Donor Countries for Ukraine’s Budget During the War: EU, USA, IMF, Japan

During the full-scale war, the main donors to the Ukrainian state budget have been the European Union, the United States of America, the International Monetary Fund, and Japan. A significant amount of financial support has also been provided through the ERA mechanism initiated by the G7 countries. These funds are planned to be repaid and serviced from future revenues generated from frozen assets of the Russian Federation.

Other EU and G7 countries have also participated in funding the state budget, but their contributions have been less significant. Revenues from donors are used to cover the state budget deficit, social payments, and support the country’s critical infrastructure.
