In Ukraine, starting from July 2025, an experimental project for basic cash assistance to vulnerable populations will be launched. The program will provide payments of up to 4500 hryvnias per person, which will be significant support for low-income citizens.

Who Will Receive State Assistance
According to the Cabinet of Ministers’ resolution No. 371 dated March 25, 2025, basic social assistance will be granted to the following categories of Ukrainians:
- low-income families;
- large families;
- single parents;
- children whose parents do not pay alimony, cannot support the child, or whose whereabouts are unknown.
The program will start on July 1 for these categories, and from October 1, the list of recipients will be expanded to include other vulnerable groups in the population.
Payment Amounts and Eligibility Conditions
The amount of social assistance is not fixed and depends on the number of individuals in the family and their income level. The calculation is made as the difference between the total basic amount for each family member and the average monthly income of the family.
The basic amount is set at 4500 hryvnias. Payments are distributed as follows:
- for the first family member – 100% (4500 UAH);
- for children – 100% (4500 UAH);
- for other adult family members – 70% (3150 UAH).
Individuals of retirement age who do not have sufficient insurance experience to receive a pension are also entitled to the payment. The amount of assistance for this category depends on the available experience:
- less than 10 years – 53% (2385 UAH);
- from 10 to 20 years – 62% (2790 UAH);
- from 20 to 30 years – 70% (3150 UAH);
- 30 years and more – 88% (3960 UAH).

To apply for assistance, one must submit an application and provide documentation confirming their eligibility for the respective category. This can be done in person at the service center of the Pension Fund of Ukraine or online through the “Diia” application.
Payments are credited to the authorized representative of the family who submitted the application. The assistance period is six months with the possibility of extension.
