The State Supports Graduates of Boarding Schools in Purchasing Housing

In Ukraine, graduates of boarding schools will have the opportunity to receive financial support from the state for purchasing their own housing. This initiative is aimed at assisting young people with the down payment, which, in turn, will promote the development of social responsibility and financial literacy.

This was announced by the Minister of Social Policy, Oksana Zholnovich, during the First Forum on Affordable Mortgages. She noted that the Ministry is currently working on developing a program that will provide assistance to graduates of boarding schools.

“In our ministry, we have a program for purchasing apartments for children who have left boarding schools and do not have support. This year, we decided to revise the program and distribute the down payment on behalf of the state – conditionally, instead of parents – under a low-interest loan to a larger number of people. Primarily, this will enable these individuals to engage in work, create social responsibility, and develop financial literacy skills,” Zholnovich explained.

The importance of this program is underscored by statistics: there are 42,000 registered graduates of boarding schools in Ukraine. However, its implementation requires close cooperation with developers and banks, as well as the creation of conditions in communities to support these young people in the process of adapting to independent living.

The Need for Special Conditions for Youth

Deputy Prime Minister for Reconstruction, Minister of Community and Territorial Development of Ukraine, Oleksiy Kuleba, emphasized that for the successful implementation of the program, it is important to develop special conditions for providing mortgages to graduates of boarding schools. He highlighted the need to lower interest rates, reduce the down payment, and implement special financial mechanisms.

“We are identifying categories that we need to prioritize in our assistance, and we are developing mechanisms for them with the involvement of our international partners,” Kuleba added.
