The Ministry of Strategic Industry is working on improving and expanding the preferential loan program aimed at supporting Ukrainian manufacturers of weapons and military equipment. The program was launched in November 2024, and by June 2025, it had provided funding of over 1.84 billion UAH for the industry. The majority of these loans were intended for replenishing the working capital of enterprises.

Current Status and Future Plans
According to information from the Ministry of Strategic Industry, the number of applications for preferential financing is increasing daily. However, of the more than one hundred applications submitted, only 34 received funding. To increase access to credit resources, the ministry is initiating changes to legislation that will allow for an expansion of the amount of portfolio guarantees and broaden opportunities for attracting preferential financing for defense industry enterprises.
Leasing Mechanism and New Opportunities for the Defense Industry
In addition to changes to the loan program, the Ministry of Strategic Industry is developing a new financial leasing mechanism. This mechanism will allow enterprises to acquire equipment and technology at a preferential interest rate of 5%. The lessor will be a specialized leasing company, and the state will compensate part of the costs for servicing the leasing agreement through the Entrepreneurship Development Fund.
