The State Compensates Businesses for Providing Housing to Mobility-Impaired IDPs: Conditions and Payment Amounts

The Ministry of Social Policy, Family and Unity of Ukraine has initiated an experimental project aimed at supporting entrepreneurs (individual entrepreneurs) and legal entities in assisting internally displaced persons with limited mobility. The state offers financial compensation for organizing temporary accommodation for these citizens, encouraging businesses to participate in social initiatives.

Amount of Compensation and Payment Procedure

According to the Cabinet of Ministers’ resolution No. 1169 dated September 17, 2025, the rate for accommodating one mobility-impaired person among IDPs is 262.30 UAH per day. Payments are made monthly after the submission of electronic reports on the services provided. This approach ensures transparency and regularity of financial support for program participants.

As of May 2026, 39 service providers have already joined the project, providing 1270 specialized beds for mobility-impaired displaced persons. Currently, 133 places remain available for new recipients of assistance.

Requirements for Participants and Service Composition

Entrepreneurs and legal entities wishing to participate in the program must meet a number of criteria. The main requirements include official registration in the Register of Social Service Providers, having fully adapted and barrier-free premises for people with limited mobility, and signing a contract with the Social Protection Fund for Persons with Disabilities.

As part of the service, providers must ensure that displaced persons are provided with a furnished bed with basic utilities, necessary household items, clothing, and footwear. In addition, assistance is provided in daily self-care, household management, development of independent living skills, and facilitation in obtaining free legal services.

“Entrepreneurs wishing to participate in the project and sign a compensation agreement must submit the relevant documents and undergo the verification procedure by May 21, 2026”.

The Social Protection Fund for Persons with Disabilities is currently conducting a competitive application selection for participation in the program. Entrepreneurs have the opportunity to join the initiative by submitting documents within the established deadlines.
