The state budget of Ukraine for 2026 includes a significant increase in funding for the agricultural sector. The planned amount for supporting the agro-industrial complex is 14.1 billion UAH, which exceeds the 2025 figure by 4.5 billion UAH. A substantial portion of these funds – 9.5 billion UAH – will be directed specifically towards financial support for agricultural producers.

Priorities of State Support for the Agricultural Sector
State support programs include subsidies per hectare for farms in frontline regions, insurance for agricultural products, restoration of irrigation systems, financing, and demining of agricultural lands. Special emphasis is placed on the development of livestock, horticulture, and greenhouse farming, which is expected to enhance the country’s food security.
International Assistance to Ukrainian Farmers
Alongside state support, the international humanitarian organization Mercy Corps is expanding its assistance program for Ukrainian farmers. Support will now be available to farmers in 13 regions: Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Kirovohrad, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, Cherkasy, and Chernihiv.
“The main goal is to assist in the recovery of agricultural activities and to overcome the consequences of the war.”
Thanks to the Mercy Corps initiative, over two years, more than 1,500 small farmers, 133 small business owners, and 48 medium-sized agricultural business owners have received assistance to restore production. The program is implemented with the support of the Howard G. Buffett Foundation and aims to restore the economic resilience of rural communities.
