Ukraine is undergoing a significant transformation of its economy, as evidenced by the increase in the share of high-tech industry within the overall structure of industrial production. This was reported by Deputy Minister of Economy Daria Marchak. Despite the challenges posed by the full-scale war, the Ukrainian economy is gradually moving away from a raw material development model and focusing on sectors with high added value.

Growth of High-Tech Sectors and Changes in Industrial Structure
One of the key changes has been the substantial increase in the role of high- and medium-tech enterprises. In the first 10 months of 2025, the share of high-tech production in Ukraine’s industry rose to 4.5% compared to 2.4% in 2021. In the machinery sector, the growth was even more pronounced: the share of the technological segment increased from 5.7% to 9%. These figures indicate a strengthening of the positions of the manufacturing sector and machinery as the main drivers of the country’s economic development.
“Over the past year, the country has significantly increased its potential in high-value-added sectors, indicating a gradual departure from the raw material model. The key driver has been the development of domestic machinery and the manufacturing sector.”
Government Priorities for Economic Growth
Daria Marchak also emphasized that the government has identified three strategic directions to ensure further growth and stability of the economy:
- Investment Protection and Recovery. Special attention is being paid to insuring military risks and creating new support mechanisms for enterprises affected by the actions of the Russian Federation.
- Stimulating the Development of the Manufacturing Sector through grants for enterprises investing in high-tech production and innovations.
- Preparation for Membership in the European Union, which involves adapting the economy and industry to European standards.
The growth in the share of high-tech production demonstrates positive changes in the structure of Ukrainian industry and indicates a gradual transition of the economy to an innovative development model.
