Business Recovery in Mykolaiv Region: Which Sectors Are Showing Growth During the War

The full-scale aggression of the Russian Federation has posed a serious challenge to the entrepreneurial environment in the Mykolaiv region. The tourism sector has suffered the most, with its activities virtually coming to a halt. Throughout 2022, 148 companies and over 5,000 individual entrepreneurs (IEs) ceased operations in the region. By October 2025, another 314 companies and over 5,700 IEs also stopped working.

Growth in the Number of New Enterprises in Key Sectors

Despite the challenging situation, there is a positive trend in the opening of new businesses in the Mykolaiv region. In 2022, 624 new companies and 3,901 IEs were registered. By 2025, these figures had risen to 691 enterprises and 5,754 IEs. The most significant growth in the number of business structures occurred in the following sectors:

  1. Trade and Transport Repair – from 9,970 in January 2022 to 10,603 in October 2025.
  2. Agriculture – from 5,020 to 5,296.
  3. Manufacturing – from 1,798 to 1,947.
  4. Construction – from 1,690 to 1,835.

Government Support and Development Prospects

Most new companies are concentrated in the trade and services sector, which can be attributed to lower startup investments in these areas. To stimulate entrepreneurship, the Mykolaiv Regional Military Administration has implemented a support program for small and medium-sized businesses. Under its terms, entrepreneurs can receive compensation for interest on loans, partial reimbursement of equipment costs, or reconstruction of their enterprises – up to 200,000 hryvnias per year.

Thanks to government support, entrepreneurs are actively developing their projects, preserving jobs, and contributing to the economic resilience of the region. The assistance program is planned to continue at least until 2028, which will serve as an additional incentive for the creation of new businesses in the frontline region.
