The American side has presented a new detailed draft agreement that entails US control over all Ukrainian resources. However, the document lacks security guarantees for Ukraine.

Member of Parliament Yaroslav Zheleznyak noted that this project is extremely disadvantageous for Ukraine, as all profits will be taken abroad, while the US will receive royalties from the fund first. Importantly, the agreement does not stipulate any security guarantees.
“This is not a final document, and it will be discussed within the government and between the parties – the US and Ukraine,” Zheleznyak emphasized.
At the same time, the US hopes that a new “full-fledged” agreement on minerals may be signed as early as next week. US Treasury Secretary Scott Bessent reported that the initial draft of the agreement consisted of four pages, but after the failure to sign, Washington decided to move to a “finalized agreement.”
