The Number of Hotels in Ukraine Increased Despite the War: Accommodation Market Analysis

As of mid-2024, Ukraine has recorded an increase in the number of hotel establishments, despite the war and destruction of infrastructure. According to research, there are 2017 hotels operating in the country, although at least 12 large hotels have been damaged or completely destroyed as a result of hostilities.

Dynamics of the Collective Accommodation Market

Overall, the collective accommodation market in Ukraine is showing a decline. Significant losses in recent years have been experienced by categories such as tourist bases, camps (a decrease of 33.5%), health resorts (down 22.5%), wellness facilities (down 83.3%), and sanatoriums (a reduction of 8.5%), as well as recreation bases and boarding houses (a decrease of 24.2%). At the same time, hotels remain the most resilient category of accommodation: their number has increased by 9.1%, the number of motels has risen by 10.7%, and hostels have increased by 28.7%.

Geography and Changes in Demand

Collective accommodation facilities in Ukraine have a clear geographical concentration. The largest number of hotels and similar establishments operates in the seaside regions — Odesa, Zaporizhzhia, Mykolaiv, and Kherson oblasts, where 1399 facilities are located (34% of the market). The second most significant group includes regions of business and educational activity: Kyiv, Dnipro, and Kharkiv, which have 585 facilities (14.2%). The third group consists of recreational areas for mountain tourism, particularly in Lviv and Ivano-Frankivsk oblasts, where 611 establishments operate (14.8%).

Although the number of hostels remains relatively small (about 80 establishments), their presence is rapidly growing in safer cities, responding to the demand from displaced persons and volunteers who need affordable housing. At the same time, the war has changed the structure of demand in the accommodation market. Over the past two years, the most significant growth has been observed in the western regions — in Lviv and the Carpathians, hotel occupancy rates reached 60-70%, comparable to leading international resorts.

Meanwhile, in Kyiv and Odesa, occupancy and revenue figures remain lower. For resort areas, particularly the Carpathians, early booking is typical (30-40 days before check-in), while in the eastern cities of the country, booking periods are significantly shorter (1-2 weeks). Demand is concentrated in safe regions, which stimulates an increase in occupancy rates and price hikes.
