The Government Approved a Plan for Implementing a Moratorium on Business Inspections in Ukraine

The Prime Minister of Ukraine, Yulia Svyrydenko, announced the approval of a detailed plan for executing the decision of the National Security and Defense Council regarding the implementation of a moratorium on unjustified inspections and interference in business activities.

“The state will not interfere with those who work honestly. Today, we approved the implementation plan of the NSDC decision on the moratorium on unfounded inspections and interference in business operations.”

New Regulations for Inspections for Entrepreneurs

According to the adopted document, starting from July 24, the tax and customs services will limit inspections for companies classified as low-risk. At the same time, oversight will remain for enterprises operating in high-risk sectors, particularly in the circulation of excise goods, where additional supervision is mandatory.

Within one month, the State Regulatory Service, together with the relevant ministries, must prepare proposals for deregulation and the reduction of excessive permitting documents.

Asset Recovery and Digitalization of Control

By October 21, law enforcement agencies must agree on a mechanism for identifying assets under sanctions and ensure their return to the state budget for the purpose of directing funds towards defense and the reconstruction of the country.

The plan also includes the launch of a digital control system, and the effectiveness of the decisions made will be reviewed every quarter.

Additionally, the government is developing amendments to the Criminal Procedure Code. According to the new rules, only the Attorney General or heads of regional prosecutor’s offices will be able to initiate proceedings against entrepreneurs, significantly limiting opportunities for abuse.
