The Government Allocated Over 22 Billion Hryvnias for Critical Infrastructure Protection

The Cabinet of Ministers of Ukraine has directed 22.35 billion hryvnias towards the construction and strengthening of protective structures for key infrastructure facilities. The funding is aimed at the construction and fortification of facilities that provide water, heating, and electricity supply, as well as the infrastructure of “Ukrzaliznytsia.”

Strengthening Works Ongoing Nationwide

According to information from the Deputy Prime Minister for Restoration, Minister of Community and Territorial Development Oleksii Kuleba, large-scale construction and preparatory works for physical protection are currently underway at the specified facilities. As part of the adopted decision, over 600 specific protective elements will be implemented, which will enhance the resilience of the infrastructure against potential threats.

“Today, construction and preparatory works for physical protection are ongoing at water, heating, and electricity supply facilities, as well as Ukrzaliznytsia. A decision has already been made to allocate 22.35 billion hryvnias – this includes over 600 specific protective elements,” the post states.

Coordination of Works and Overcoming Challenges

To effectively implement the projects, a working meeting was held involving the Recovery Agency, regional military administrations, relevant departments, ministries, and representatives of the General Staff. All parties received clear tasks and action algorithms regarding each specific facility. As Kuleba emphasizes, each facility has a defined protection plan and stages for its implementation, and technical preparations for the start of work at new facilities are currently being finalized.

The Deputy Prime Minister also noted that ongoing shelling by the enemy complicates construction works, and there is little time for their completion. However, the government is taking all possible measures to ensure the safety and stability of critical infrastructure operations even in the face of threats.

In addition to physical protection, Ukraine is actively developing a distributed generation network and implementing backup power elements. This allows for the provision of water and heating to the population even in emergency situations.

Previously, the government allocated 9.2 billion hryvnias for the protection of critical infrastructure facilities in regions located further from the front line, as part of preparations for the upcoming heating season.
