The Cabinet of Ministers has made the decision to allocate 9.2 billion hryvnias to enhance the resilience of regions for the winter period. Prime Minister Yulia Svyrydenko announced this, noting that the funds will be directed towards protecting important infrastructure facilities in regions that are not located near the front line.

How Funding Will Be Distributed
The specified amount is the second tranche within the implementation of resilience plans. Of this amount, 5.2 billion hryvnias will be received by the Recovery Agency, which will use the funds to strengthen major energy facilities. An additional 3.5 billion hryvnias will be allocated for the construction of protective structures for distribution substations, transformer and gas distribution stations, and other strategic critical infrastructure facilities. Furthermore, 528 million hryvnias have been allocated to enhance the security of the infrastructure of “Ukrzaliznytsia.”
“245 critical infrastructure facilities in non-frontline regions will be protected as part of the preparations for the upcoming winter,” she stated on her social media.
Meeting Needs and Next Steps
The head of the government emphasized that the allocated funds will cover about 30% of the total financing needs for the relevant facilities and will also partially settle debts for already initiated works. The main priorities include the protection of energy facilities, the development of distributed generation, ensuring additional power sources for heating and water supply systems, as well as the decentralization of heating supply.
Earlier, on March 20, the government had already directed 12.85 billion hryvnias to support frontline regions and the Kyiv region. These funds allowed for the commencement of preparatory works on 209 critical infrastructure facilities that are essential for ensuring stable operations during the winter conditions.
