This legislative act is an implementation of the MiCA regulation, approved in 2023, and aims to create a foundation for regulating the cryptocurrency market in Poland.

Expert Commentary
“In practice, this means that the internal legislative process of the government is nearing its final stage. It is expected that the Council of Ministers will approve the draft this month, after which it will be submitted to parliament.”
This comment comes from Kamil Mosoni, a financial regulation lawyer at DLK Legal. He believes that if the bill passes both chambers smoothly, it could be adopted by July, with its provisions coming into effect in August. According to an analysis by the law firm Dudkowiak & Putyra Business Lawyers, the updated version contains significant changes, such as a grace period and the lifting of the lending ban. The transitional period for entities listed in the VASP register may range from four to nine months.
Earlier reports mentioned the intention of a presidential candidate in Poland to create a Bitcoin reserve in the event of victory; however, the National Bank of Poland has expressed opposition to this initiative.
