The Chairman of the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy, Danilo Hetmantsev, has proposed limiting the maximum salary level for civil servants. He submitted this proposal together with the Speaker of Parliament, Ruslan Stefanchuk, as part of the draft state budget for 2026.

Main Details of the Initiative
According to the proposed changes, the maximum monthly salary for officials in state bodies will not exceed 80,000 UAH. This move is explained by the need for a fair distribution of the financial burden in light of the state of war and the current defense expenditures of the country.
“I am convinced that in a state of war, justice is the most important element of the social contract. That is why I believe that during the war, the burden of financing defense needs must be fairly distributed. For this purpose, together with Speaker Ruslan Stefanchuk, we submitted a proposal to the State Budget for 2026 to limit officials’ salaries to a cap of 80,000 UAH per month,” he wrote.
Exemptions from the Limitation
At the same time, the draft stipulates that the new rules will not apply to individuals directly involved in national security and defense activities. Thus, military personnel and other categories of workers in the defense sector are not subject to this limitation.
The introduction of a cap on salaries for officials could be a significant step towards financial discipline at the state level during the implementation of a special legal regime.
