SBU Announces Charges Against Russian General for Attacks on Northern Ukraine’s Infrastructure in 2022

The Security Service of Ukraine, together with the prosecutor’s office, has announced charges against Lieutenant General of the Russian Army Sergey Kiselev. According to the investigation, from February 24 to March 23, 2022, Kiselev commanded the 4th Tank Division of the Russian Federation, also known as the Kantemirovskaya Division named after Yuri Andropov, during the full-scale invasion of Ukraine.

Under Kiselev’s command, Russian units carried out attacks on populated areas in the Chernihiv and Sumy regions. The investigation established that the military under his leadership deliberately shelled civilian infrastructure using heavy armored vehicles and artillery.

It is known that in September 2025, Kiselev was already charged with war crimes committed by a group of individuals in conspiracy, including strikes on the civilian infrastructure of Okhtyrka in the Sumy region using Grad and Uragan multiple rocket launch systems.
