The President of Ukraine has appointed Rustem Umerov as the new Secretary of the National Security and Defense Council of Ukraine. The corresponding decree No. 496/2025 was published on the official website of the head of state.

“Rustem Umerov was born on April 19, 1982, in the city of Samarkand (Uzbekistan. — Ed.) to a family of Crimean Tatars who were deported from Alushta during the Soviet repressions. He is an ethnic Crimean Tatar and practices Islam. Umerov is married and has three children.”
Rustem Umerov received his secondary education at the Crimean Gymnasium-Internat for Gifted Children, which operated under the auspices of the Ministry of Education and Science of the Autonomous Republic of Crimea. Through participation in the Future Leaders Exchange Program (FLEX), he gained experience studying in the United States of America. He obtained higher education at the National Academy of Management, where he earned a bachelor’s degree in economics and a master’s degree in finance.
Career and Public Activities of Rustem Umerov
Umerov began his professional career in the telecommunications sector, working in leadership positions at lifecell from 2004 to 2010. At the same time, he was involved in investments: he founded ASTEM, a company specializing in investment projects, telecommunications, and infrastructure development. In addition, Umerov initiated the creation of the ASTEM Foundation, which supports educational, cultural, and youth projects.
In 2019, Rustem Umerov became a member of the Ukrainian Parliament of the IX convocation from the party “Holos”. In parliament, he served as the secretary of the Committee on Human Rights, De-Occupation of Temporarily Occupied Territories, Reintegration, National Minorities, and Interethnic Relations. His activities focused on the protection of human rights, the de-occupation processes in Crimea, and support for the Crimean Tatar community.

The appointment of Rustem Umerov as Secretary of the NSDC of Ukraine took place against the backdrop of a significant government reshuffle in the country.
