From October to December 2025, Ukraine recorded 35 instances of attacks by the Russian Federation on port infrastructure facilities, which is twice the number compared to the same period in 2024. As noted by Deputy Minister of Development Andriy Kashuba, these actions are a deliberate tactic to increase pressure on the country’s economy and civilian population.

Increase in destruction and impact on exports
According to Andriy Kashuba, during the last three months of the previous year, 47 port facilities were destroyed and 20 commercial vessels were damaged. Due to the intense attacks, the ports of Greater Odesa and the Danube reduced cargo handling by 16.9% compared to the same period in 2024 — down to 19.2 million tons. Despite the challenging security situation, Ukrainian exports continue to be carried out.
Support for businesses and compensation for losses
The Deputy Minister reported that a special compensation program for small and medium-sized businesses affected by the attacks on port infrastructure is currently being prepared.
“These are not isolated strikes, but a repeated tactic of pressure on the economy and civilian population. This clearly shows: the enemy is trying to disrupt communication, complicate exports, and destabilize the region, primarily Odesa,” he said.
