In April 2025, the number of participants in the non-banking financial market in Ukraine decreased from 838 to 825 institutions. The number of banks remained unchanged at 60, according to data released by the press service of the National Bank of Ukraine.

Changes in the Composition of Participants
During April, two credit unions, nine financial companies, and two pawnshops were removed from the registers at the initiative of the applicants. At the same time, 20 insurance and/or reinsurance brokers were added to the Register of Insurance Intermediaries. The National Bank of Ukraine issued a license to one new pawnshop while revoking the licenses of seven financial companies, two pawnshops, and two credit unions. Additionally, the licenses of two financial companies were revoked forcibly, and one of them was approved for a reduction in the scope of its license.
Status as of May 1, 2025
As of May 1, 2025, the following operated in the non-banking financial services market:
- 442 financial companies (down from 451);
- 53 non-life insurers;
- 10 life insurers;
- one insurer with special status;
- 106 pawnshops (down from 108);
- 96 credit unions (down from 98);
- one leasing company;
- 43 insurance brokers;
- 73 collection companies.
The number of banking groups (15) and non-banking financial groups (41) remained unchanged. There are 15 payment systems established by residents operating in the payment market, along with 14 international systems. Additionally, there are 18 payment institutions, 12 financial institutions authorized to provide payment services, one bank issuing electronic money, and one postal operator in the financial payment service market.
During April, the NBU received 511 inquiries from market participants regarding registration and licensing actions.
