The key sectors targeted for funding included the development of road infrastructure, particularly the restoration and construction of bridge crossings, modernization of border facilities, as well as support for housing and communal services and the IT sector. Throughout the year, 17 Memoranda were signed with international donors, allowing for the attraction of additional resources for the restoration and modernization of critical infrastructure.
Restoration of Housing Stock and Implementation of Innovative Financial Instruments
In Kharkiv, over the past year, major repairs have been carried out or are nearing completion in more than 160 multi-apartment residential buildings. This improves living conditions for a significant number of the city’s residents.
At the same time, the organization The Possible, in collaboration with the city of Voznesensk (Mykolaiv region), signed a Memorandum for the implementation of a pilot project for community recovery financing using the innovative tool of Social Impact Bonds. This mechanism stipulates that the donor finances the project at the initial stage, and the return on investment occurs only after achieving agreed social outcomes. This approach allows communities to receive solutions tailored to actual needs, while donors can invest in projects with proven social impact.
