Increase in Revenue to Local Budgets
Compared to the first quarter of 2024, revenues increased by 17.7%, or nearly 0.4 billion UAH, indicating a rise in financial inflows to local budgets through property tax. The largest amounts of property tax in the first quarter of 2025 were paid in the following regions:
- Kyiv: 515.6 million UAH;
- Kyiv Oblast: 261.4 million UAH;
- Lviv Oblast: 252.1 million UAH;
- Odesa Oblast: 243 million UAH.
These figures confirm a high level of property ownership in the mentioned regions, as well as a significant volume of
“excess”
square meters subject to taxation.
How Property Tax is Calculated
Property tax in Ukraine is paid by individuals who own apartments larger than 60 sq. m, houses larger than 120 sq. m, and other types of housing, including their shares, where the area exceeds 180 sq. m. To calculate the amount of tax, a rate is applied for each
“excess”
square meter. The tax amount increases according to the area of the property that exceeds the minimum standards set by the Tax Code.
Starting in 2025, the tax rate for
“excess”
square meters has increased from 100.5 UAH to 106.5 UAH for each additional square meter of area. This amount is used to calculate the tax for apartments and houses whose area exceeds the defined limits. In 2025, the tax is paid for the reporting year of 2024, meaning that taxpayers were required to pay property tax based on the area of their properties from the previous year.
Additionally, in 2025, a new tax rate was introduced to increase revenue to local budgets amid rising costs of
“excess”
square meters.
It is important to know that if an apartment has an area of more than 200 sq. m, and a house has more than 600 sq. m, owners are required to pay a fixed tax of 25,000 UAH per year. Local councils have the right to review the amount of property tax, including setting maximum rates. In case of discrepancies regarding the calculated tax amount, citizens can contact the Taxpayer Service Centers for verification and adjustment of the amount.
Notices regarding the need to pay property tax must be sent to owners by July 1, 2025. The tax should be paid within 60 days after receiving this notice. Property owners should carefully check the calculations, as the tax amount may vary depending on the decisions of local authorities.
