A Project to Convert Abandoned Buildings into Affordable Housing for IDPs Launches in Ukraine

A joint project has been initiated in Ukraine by the Ministry of Community and Territorial Development in collaboration with the international organization Habitat for Humanity in Ukraine, aimed at providing internally displaced persons (IDPs) with affordable housing. A key stage of this initiative will be the identification, assessment, and classification of vacant buildings and premises that will later be converted into residential properties for displaced individuals.

Implementation Plan and Project Scope

Over 4.6 million internally displaced persons are officially registered in Ukraine, making the effective use of unused real estate particularly relevant. The year-long project plans to map and classify up to 1,000 real estate properties. It is also expected to prepare 10-15 detailed investment cases with corresponding calculations and reconstruction concepts, as well as create practical tools for local government authorities.

International Experience and Opportunities for Investors

An important aspect of the program is the involvement of international experience and technical support. The preparation of investment profiles and the inventory of vacant properties will help attract both international donors and private businesses to the project. Habitat for Humanity has already implemented similar initiatives: in Poland, over 63,000 vacant properties in the municipal fund were identified in 2022, and pilot projects were launched in Warsaw and Katowice. In the United Kingdom, a national database of over 165,000 unused premises was created in 2023, along with a step-by-step toolkit for repurposing them into social housing.

The government has already adopted the necessary resolutions for a large-scale inventory of property; however, the implementation of this process requires the involvement of international experience and technical support.
