Production Growth Due to Government Support

According to Dmitry Kysilevsky, Deputy Chairman of the Verkhovna Rada Committee on Economic Development, the increase in production was made possible by heightened demand from the agricultural sector, logistics companies, and government initiatives. The “Made in Ukraine” policy, which includes localization in public procurement and a 15% reimbursement of the cost of Ukrainian machinery, played a significant role.

“The demand generated by farmers, logistics companies, and partly the government has transformed into domestic production thanks to the ‘Made in Ukraine’ policy. The main tools were localization in public procurement and the reimbursement of 15% of the cost of Ukrainian machinery,” noted Kysilevsky.

Investments and New Types of Products

Three Ukrainian companies were involved in trailer production in 2025. They are actively investing in the development of production capacities and focusing on exports. At the same time, the production of a new type of equipment – modular trailers – has begun, allowing for an expanded product range to meet modern market needs.

However, as Kysilevsky emphasized, there remains a significant share of low-quality Turkish and Chinese trailers in the defense procurement sector. To address this issue, draft law No. 13392 has been developed, which aims to expand localization requirements for the purchase of civilian products for defense needs, including heavy trailers.

According to expert estimates, Ukraine’s manufacturing industry is gradually becoming one of the drivers of the national economy. In 2025, its share in filling the state budget reached 18% – the highest figure among all sectors of the country.
