EU to Present Strategy for Phasing Out Russian Oil and Gas in May

The European Union plans to present a detailed strategy for the gradual phase-out of imports of Russian oil and gas in May. This was reported by Reuters and Bloomberg. The governments of EU countries have committed to abandoning Russian fossil fuels by 2027 following Russia’s full-scale invasion of Ukraine. However, the publication of the roadmap has been repeatedly postponed, mainly due to uncertainties related to tariffs imposed by former U.S. President Donald Trump.

Despite a significant reduction in the supply of Russian pipeline gas since 2022, the EU increased imports of Russian liquefied natural gas (LNG) in 2024. The plan to be presented on May 6 will include various options for reducing imports of Russian energy resources, including the possibility of implementing quotas or tariffs on imports.

As noted by European Commission representative Anna-Kaisa Itkonen, this plan also envisions a complete cessation of imports of Russian gas, which will require increasing purchases from other suppliers, particularly from the U.S. Additionally, the European Commission is analyzing the possibility of declaring force majeure for gas contracts with Russia, which would allow importers to exit their obligations without incurring additional costs.
