Plans to Increase Salaries for Ukrainian Armed Forces Personnel: Details of New Decisions

In Ukraine, an increase in monetary support for military personnel of the Armed Forces is planned. President Volodymyr Zelensky has instructed the government to consider the issue of salary increases as part of the preparation of the Budget Declaration for 2026-2028.

Funding for Defense and Social Guarantees

According to the decision of the National Security and Defense Council regarding proposals for the Budget Declaration, which came into effect by presidential decree No. 433/2025, the government has been tasked with ensuring priority funding for several defense areas. In particular, this includes the development and procurement of the latest types of weapons and military equipment, including modern precision missile systems, drone complexes, robotic systems, electronic warfare means, air defense systems, artillery, and armored weaponry.

Additionally, emphasis has been placed on the necessity of timely and full funding for the maintenance of personnel in the security and defense forces, as well as the implementation of social guarantees for military personnel.

Current Payment Levels and Planned Changes

Currently, the minimum amount of monetary support for a serviceman is 20,130 hryvnias. However, the final amount is influenced by various allowances that are calculated monthly depending on the position, military rank, length and intensity of service, as well as the conditions of duty performance.

For military personnel performing special combat missions on the front lines, an additional payment of 100,000 hryvnias is provided. This amount is an allowance to the base salary, significantly increasing the overall salary level of the defenders.

It has also been instructed to ensure timely and full funding for the maintenance of personnel in the security and defense forces of Ukraine, as well as the implementation of social guarantees.
