Plans to Change Train Ticket Prices in Ukraine: What We Know About Dynamic Pricing

In Ukraine, the rules for forming prices on train tickets may change. This involves the introduction of dynamic pricing, where the cost of tickets will depend on the time of purchase. This system allows passengers who buy tickets in advance to purchase them at the lowest price, while those who book tickets at the last minute or buy the last available seats may face higher prices.

Dynamic Pricing: How It Will Work

The head of the board of “Ukrzaliznytsia”, Oleksandr Pertzovsky, explained that the company is considering the possibility of liberalizing its pricing policy. He emphasized that for passengers who plan their trips in advance, the lowest prices will remain. At the same time, for those who buy tickets just before departure, a dynamic pricing model may apply, which involves increased costs.

“We believe that some liberalization can already be introduced. So that people who buy tickets in advance do so at the lowest rate. But for those who purchase at the last moment, or for the remaining tickets – there would be a dynamic tariff,” explained the idea the head of the board of “Ukrzaliznytsia”.

It is worth noting that the new system will not affect all categories of passengers. As Oleksandr Pertzovsky emphasized, for military personnel, the price will remain fixed and will not depend on the time of purchase or other factors.

Will Train Ticket Prices Rise Soon

Currently, “Ukrzaliznytsia” does not plan a general increase in ticket prices and has not submitted a corresponding proposal. Until the end of the state of war, the company intends to maintain accessibility for all citizens.

Oleksandr Pertzovsky stressed that price increases are possible only in specific cases, for example, when tickets are purchased directly before the train’s departure. At the same time, these changes will not affect military personnel, who will use a fixed tariff.

The issue of ticket shortages remains relevant. According to the company, for some routes, the number of requests exceeds 4-5 for one seat. The main reasons for this situation are the reduction of the fleet of carriages and insufficient renewal of rolling stock. As of early August 2025, there are 1,488 carriages in long-distance trains, which is less than needed to meet the demand.

Despite the challenges, “Ukrzaliznytsia” increases passenger transport volumes each year, using carriages more efficiently. The company emphasizes that optimizing the carriage fleet allows for transporting more passengers even under difficult conditions.
