Perm Oil Refinery Completely Stopped After Drone Strikes from Ukraine

The Perm Oil Refinery of Lukoil-Permneftorgsintez has halted processing following the third attack from Ukraine. According to industry sources, a fire broke out and important equipment was damaged as a result of the Ukrainian drone strike that occurred on May 7. Restoration work may take several weeks, and the shutdown of the refinery will affect the supply of petroleum products in the region.

Details of the Attack and Impact on Production

Following the incident, three main crude oil processing units, as well as part of the secondary equipment, were urgently shut down. According to informants, repair work may take a long time. The Governor of Perm Region, Dmitry Mahonin, confirmed the fact of the drone attack on industrial facilities but did not specify which particular refinery was targeted.

“As a result of the drone attack by the Security Service of Ukraine on the ‘Permneftorgsintez’ refinery, a fire occurred in one of the AVT units, which is a key node for crude oil processing. One of the tanks at the oil pumping station was hit,” said representatives of the Defense Forces.

Strategic Importance of the Perm Refinery

Throughout 2024, the Perm Oil Refinery processed approximately 12.6 million tons of crude oil, equivalent to 250 thousand barrels per day. The facility supplies the market with 2 million tons of gasoline, 5.3 million tons of diesel fuel, 700 thousand tons of coke, and 200 thousand tons of fuel oil annually.

On the night of May 7, during the drone attacks, there was also unrest in the city of Naro-Fominsk on the outskirts of Moscow. According to OSINT researchers, a strike was carried out on a logistics center of the Russian Armed Forces, through which weapons, ammunition, and military equipment are supplied to the front in Ukraine.
