Pensioners from Occupied Territories Must Confirm Absence of Payments from Russia by April 1, 2026

In Ukraine, the deadlines for pensioners living in temporarily occupied territories, as well as for those who have moved to government-controlled regions or abroad, have been updated. By April 1, 2026, these citizens must confirm that they are not receiving pension or insurance payments from Russia. Otherwise, payments may be suspended starting the month following the deadline.

Reasons for Changing the Document Submission Deadlines

Previously, the last day for submitting the relevant documents was set for the end of 2025. However, due to objective difficulties, a significant number of pensioners were unable to meet this requirement on time. In light of this, the government decided to extend the deadline to April 1, 2026, to allow all interested parties the opportunity to complete the necessary formalities. The absence of confirmation will be grounds for the temporary suspension of pension and insurance payments until the circumstances are clarified.

“The requirement applies to pensioners living in temporarily occupied territories and those who have moved to controlled areas or abroad. It is necessary to officially declare the absence of receiving pension or insurance payments from Russia. This is one of the conditions for the continued accrual of Ukrainian payments”.

How to Confirm the Absence of Pension Payments from Russia

Pensioners can choose one of the convenient methods to submit their declaration:

  • through a personal account on the website of the Pension Fund of Ukraine;
  • during video identification with specialists from the Pension Fund;
  • directly at the service center of the Pension Fund;
  • by sending documents by mail if they are abroad.

In each case, the main requirement is documentary confirmation of the fact of not receiving payments from the Russian Federation. Only after this will the continued accrual of Ukrainian pensions and insurance payments be ensured.

It is worth reminding that starting March 1, 2026, pensions and insurance payments in Ukraine will be indexed using a coefficient of 1.121. This will ensure a 12.1% increase in payments for all recipients of the respective state assistance.
