Pension Sizes in Ukraine in 2025: How Much Pensioners Receive

In Ukraine, most pensioners receive monthly pension payments ranging from 3,000 to 4,000 hryvnias, while a significantly smaller portion has pensions exceeding 10,000 hryvnias. These are the data regarding the distribution of pensions as of 2025.

How Pension Payments Are Distributed Among Ukrainians

According to analytics, only 14.8% of pensioners receive a pension of over 10,000 hryvnias. In this category, the average payment amount is about 16,000 hryvnias, and the number of such recipients reaches approximately 1.5 million individuals.

A group twice as large consists of those whose pensions are between 5,000 and 10,000 hryvnias. There are about 2.9 million citizens in Ukraine in this category, accounting for 29% of the total number of pensioners. Their average pension amount is 6,800 hryvnias.

Another 20.5% of pensioners, or about 2 million individuals, receive monthly payments ranging from 4,000 to 5,000 hryvnias. For this category, the average amount is 4,500 hryvnias.

Pensions in the Most Common Category and Dynamics of Change

The largest share of pensioners consists of those who receive payments between 3,000 and 4,000 hryvnias. This category includes over 3.2 million Ukrainians, or 32% of all pension recipients. Their average payment amount is slightly less than 3,500 hryvnias.

Additionally, 380,000 citizens live on minimum pensions of up to 3,000 hryvnias, which constitutes 3.7% of all pensioners. For this group, the average payment amount is about 2,200 hryvnias.

It is noted that the number of pensioners with the lowest payments has significantly decreased compared to last year. In the first half of 2024, the share of those receiving the lowest pension was 26%, but this figure has now reduced several times.

At the same time, the percentage of Ukrainians receiving higher pensions has increased. Thus, the number of pensioners with payments over 10,000 hryvnias has increased by 2.3%, by 3.5% in the category of 5,000 to 10,000 hryvnias, by 1.9% in the group of 4,000 to 5,000 hryvnias, and by 14.7% among those receiving from 3,000 to 4,000 hryvnias.

Experts note that the conducted indexations and recalculations of pensions have allowed some citizens to overcome the level of extreme poverty. Furthermore, generations that better understand the financial system and realize that the size of future payments directly depends on the contributions made to the Pension Fund are now retiring.
